Ajmer-जिले में सिमटेंगे तृतीय श्रेणी शिक्षक

अजमेर। राज्य सरकार की तृतीय श्रेणी शिक्षकों की भर्ती हजारों प्रतिभाशाली विद्यार्थियों के लिए मुसीबत बनने वाली है। अब तक की परिपाटी के विपरीत सरकार राज्य स्तरीय मेरिट के बजाए जिला स्तर पर मेरिट बनाएगी। अभ्यर्थी सिर्फ एक ही जिले के लिए परीक्षा दे सकेंगे। ऎसे में राज्य मेरिट में स्थान बना पाने वाले विद्यार्थी जिलों की मेरिट में सिमट कर रह जाएंगे। साथ ही जो शिक्षक जिस जिले के लिए भर्ती होगा, उसे जीवन भर वहीं सेवाएं देनी होंगी।

सरकार आगामी दिनों में जिला परिषदों के माध्यम से प्रदेश में 41 हजार शिक्षकों की भर्ती करेगी। सूत्रों के अनुसार इसके लिए पंचायतराज अधिनियम में संशोधन की कवायद कर ली गई है। शिक्षकों की भर्ती शिक्षा विभाग के बजाए पंचायतीराज के माध्यम से होनी है लेकिन नए नियम मुश्किल भरे हैैं। अब भर्ती ग्राम सेवक व पटवारी की तरह जिला स्तर पर रिक्त पदों के लिए ही होगी। एक अभ्यर्थी एक ही स्थान पर परीक्षा दे सकेगा। साथ ही जो अभ्यर्थी जिस जिले में भर्ती होगा, उसे सामान्य परिस्थितियों में जीवन पर्यन्त वहीं सेवाएं देनी होगी।

क्या है मुसीबत
1. पूर्व में आरपीएससी से भर्ती होती थी। इसमें विवादों की गुंजाइश ना के बराबर थी। अब तक नोडल एजेंसी तय नहीं हुई है।

2. पहले राज्य स्तर पर मेरिट बनती थी। उस मेरिट में स्थान पाने वालों को क्रमांक के अनुसार पहले जिला और फिर पंचायत समिति और अंत में स्कूल आवंटन होता था। यानी पूरी तरह क्रमबद्ध। 3. अब जिला मेरिट बनने से प्रतिभाशाली विद्यार्थियों को पहले तो एक जिला चुनना होगा। उस जिले में अपनी श्रेणी में प्रतिस्पर्धा के लिए उसके पास सीमित पद उपलब्ध होंगे।
4. शिक्षकों का जिला कैडर बनने के कारण बाहरी जिलों से आकर भर्ती हुए शिक्षकों की घर वापसी के विकल्प समाप्त हो जाएंगे। केवल असाध्य रोग या विशेष परिस्थितियों में ही उसका तबादला हो सकेगा।
5. पद कम होने से विभिन्न जिलों में आरक्षित श्रेणी के पदों पर भी असर पड़ेगा। रोस्टर में कहीं पर ज्यादा और कहीं पर कम पद निकलेंगे।
6. जिला परिषदों के अधीन होने से नियुक्ति और तबादलों में राजनीतिक हस्तक्षेप और बढ़ जाएगा। यानी सरकार की शिक्षा को राजनीति से मुक्त रखने की मंशा पर पानी फिर जाएगा।

सकारात्मक पहलू
1.सरकार की सोच है कि दूरदराज के जिले जहां शिक्षक ठहरना नहीं चाहते, वहां पर स्थायी शिक्षक मिल जाएं।
2. दूरदराज के जिलों में सभी रिक्त पद भर दिए जाएं।
3. राज्य स्तर पर तबादलों से मुक्ति मिल जाए।

सवाल जो जवाब मांगते हैं
1. कौनसा राजनीतिक दल तबादलों पर स्थायी प्रतिबंध लगाकर शिक्षकों की नाराजगी मोल लेगा।
2. शिक्षा के अधिकार के तहत प्रदेश में डेढ़ लाख शिक्षकों की जरूरत है। फिर सिर्फ 41 हजार नियुक्तियों से समस्या का हल कैसे निकल पाएगा।
3. आज तक तबादला नीति ही नहीं बनी है। कैसे काम होगा। पूर्व शिक्षा मंत्री भंवर लाल मेघवाल ने खुद कह चुके हैं कि तबादला नीति लागू करने के लिए दृढ़ इच्छा शक्ति जरूरी है।

इनका कहना है
अभी पद संभाला है। मामले की जानकारी नहीं है। शिक्षा मंत्री बृजकिशोर शर्मा को जानकारी देने के साथ ही अधिकारियों से भी इस मामले में बात करेंगे।

Swami Keshwanand Rajasthan Agricultural University (SKRAU) is going to conduct a Walk in Interview for the recruitment of Assistant Professor and Professor in various discipline such as: Math, Computer Science, Finance, Marketing, Human Res. Dev. and Quant. Mgt. Tech. from eligible and interested candidates. This information came through the notification no 01/ 2011 dated 03rd November 2011. Those candidates who having Post Graduate Degree with good academic record are eligible for this recruitment. Academic Qualification: – Candidates should be Post Graduate Degree with good academic record at least 55% marks from any recognized Institution or University in related discipline and applicant must cleared the National Eligibility Test (NET) which is conducted by any UGC or CSIR or ASRB in the concerned discipline.

Desirable Qualification: – Applicants must have Doctorate Degree in related subject from any Institution or University.

Remuneration: – Pay Scale Rs. 15600-39100/- with additional Grade Pay Rs. 6000/- per month.

Two years full time PGDM in related management related discipline from any recognized Institution or University.

If any candidate do not receive call letter up to the date mentioned against each category of post, he/she is advised to contact Haryana Staff Selection Commission on relevant date indicated in this notice along with original Mark Sheet/Certificates, Photograph, Receipt of registry/ Speed Post etc. in support of his/her academic qualification and proof of having deposit the requisite fee during the office hours for receipt of duplicate call letters. After the above said date no request of any candidate for issue of duplicate call letter will be entertained. It is also made clear that Haryana Staff Selection Commission will not be responsible for postal delay if any.
Note: This issues with the approval of Election Commission of India vide their letter No. 437/HN-LA/1&2/2011(BYE), dated 18.11.2011.
